Does anyone know what this rash could be?

I have a rash on the right side of my neck. It is red, slightly raised (I can feel little bumps when I rub my fingers against my neck), and slightly itchy. It also comes and goes and is irritated by rubbing alcohol, products with alcohol in them, and sometimes even hot (not warm) water. I don't think it is hives since I do not have any of the other symptoms associated with hives and I do not believe it to be eczema, dermatitis, or psoriasis since creams for those rashes do not help it at all. The rash can red, pink or very light red, or dark red (almost a brownish red color) at different times. Sometimes it is a combination of two of the three (ex. red near the front and dark red near the back). The rash doesn't crust or bleed, and is not puss filled. From what I can tell it is not scaly or silver-like, either. I have had this rash for about 4-5 years and nothing I have tried works to make it better or get rid of it. I have noticed that is sort of a small round shape in some places and has what looks to me like a brown freckle in the middle or in some places a medium-sized red slanted band in the middle. It appears to be blotchy and could be lattice-shaped, but it is hard to tell since the rash is clustered together. Any ideas on what this rash could be would be greatly appreciated.
