How can my friend clean out a well at his apartment building?

Have the water analysed. 'Brown' could mean anything, from iron via peat to suspended silt (too shallow/badly located well, so that you're pumping surface water instead of ground water). Just dumping chlorine in it won't solve (or change) anything.
